Li Chuangjun said that the introduction of photovoltaic power generation management policies in 2019 must have two preconditions: the price should be clear, and the financial subsidies should be clear.
At present, the basic idea of ​​the policy has been determined:
First, adhere to the market orientation, and hand over to the market, and the market can not solve the problem that needs to be regulated by the government.
Second, we must compete for allocation, enjoy the competitive allocation of subsidies, adhere to the price competition mechanism, and use the means of competition in the allocation of indicators in each province;
The third is the classification policy, implementing different policies for different types of projects, such as classifying new and old projects. At present, the scale of the UHV delivery channel has been determined, and the previous policy of the demonstration base Zhangjiakou is still valid;
Fourth, we must strive for stability. This year's construction scale will not be lower than 2018. We must increase on a stable basis to ensure the sustainable development of the industry.

For the above five project classification management, PV poverty alleviation is implemented according to the special management method, and part of the household PV project is cut out to implement fixed subsidy management. Other projects are determined according to local bidding and the country according to the total amount of subsidies.
At the same time, some enterprises have proposed that in order to avoid the abandonment of bids after bidding by enterprises, whether a certain amount of margin can be charged. For some industrial and commercial distributed and ground centralized power stations, a large number of preliminary work has been carried out. After confirmation by the local government, it is not necessary to re-tender, but the quotation should be included in the unified order.
In addition, in terms of specific prices, it is understood that the National Development and Reform Commission will be responsible for determining the bidding ceiling price, determining a reasonable ceiling price based on the industry average cost and reasonable rate of return, and formulating a “ceilingâ€; for distributed markets, considering the technology of distributed photovoltaics. The maturity of installation and construction, industrial and commercial photovoltaic yields are now significantly higher than household use. Therefore, the industrial and commercial distribution will implement the same quarterly decline as the ordinary ground power station. Household use is mainly for ordinary people, and is priced annually.
In view of how large the size of the household photovoltaics is to be "cut" and whether the industrial and commercial distribution is to be "cut" management, it has become the focus of attention in this consultation.
Some companies expect that the domestic PV market will be around 45 GW in 2019. For household and industrial and commercial distributed projects, dynamic management can be considered, such as first allocation to households of 3 GW, industrial and commercial 5 GW, in addition, the ground power station will take 30 GW to start the tender, if the subsidy has surplus, redistributable For household use and business.
In this regard, Li Chuangjun stressed that the various industry associations should fully measure and solicit opinions from enterprises at this stage, and provide scientific basis for the follow-up policies.
