(3) Blasting operations are prohibited when the blasting operation site has the danger of falling down slopes, water inrush or blasthole temperature abnormality, and endangering the safety of equipment or buildings without effective protective measures.

(4) Open blasting shall set up guard posts at the boundary of the danger zone so that all accesses are under surveillance. Each guard post should be within sight of the neighboring sentry post. Before blasting, sound and visual signals must be issued at the same time so that personnel in the danger zone can clearly hear and see. Confirm the safety of the blasting site before returning to operation.

(5) When there are more than two units in the blasting danger zone for open-air operations, they must have unified command. Non-electric initiation method should be used in thunderstorm season. For the second explosion of the same section, one ignition or remote detonation should be used.

(6) When blasting an exposed package on the open air, it must be ensured that the explosive package will not damage other packages. If this requirement cannot be met, the explosion shall only be initiated. It is forbidden to cover the pill with stones.

(7) In the case of open-air shallow-hole blasting, the detonation of the fuse or the detonation of the sectional electric detonator shall be used. The distance between the blastholes shall ensure that one of the blastholes will not damage the adjacent blastholes when blasting; the ignition and detonation using the fuses shall be not less than Two people perform the ignition operation. If there is no blind shot, the blasting site inspection is only allowed after 5 minutes from the last sound. If it is not confirmed whether there is a blind shot, the blasting zone inspection should be conducted after 15 minutes.

(8) During deep-hole blasting, blasting technicians shall provide technical guidance and supervision at the site; gravel and debris around the deep hole (within a radius of 0.5m) shall be cleaned; deep-hole blasting must use electricity and detonation The detonation method of cord or detonation tube; when plugging, the detonator cord, detonating cord or detonating tube shall not be over-tightened; under special conditions, measures must be taken in order to charge the cord with the eye, and only Quasi-detonated detonation cords are prohibited; it is forbidden to use a gun stick to hit blasting charge packets that are blocked in deep holes.

(9) In the blasting of an open-air chamber, there must be approved blasting design, construction organization, and safety measures; the blasting equipment used in the big blasting of the chamber must be re-inspected, and a pre-explosion simulation test of the blasting network must be conducted; In the tunnel, the top rock surrounding the tunnel and the chamber must be inspected frequently and the stability of the support must be checked; the loading operation of the chamber should be conducted by the blasting personnel who pass the training and is issued to the temporary operation certificate, and the operation of loading the explosive body It is only permitted by the bomber; the chamber must be charged with low-voltage power supply below 36V. The lighting circuit must be well-insulated. The lighting network should be protected. The horizontal distance between the light bulb and the explosive heap should not be less than 2m. When the chargeer leaves the dormitory, the lighting power supply should be cut off. The explosive charge package with electric detonator installed in the bedroom shall only use mine battery lights or safe flashlights, and must cut off all power and remove all metal conductors. In the case of large blasting of chambers, a double detonation network must be used. When connecting the charges, unauthorized personnel are prohibited from entering the blasting site. After the blasting, at least 15 minutes before they enter the blasting area, they shall be strictly prevented from poisoning the gun smoke.

(10) When blasting with medicine pots and snake holes, it is forbidden to throw explosion kits into the holes in deep hole pots. When the hole depth is more than 5 m, the use of fuses is not allowed to detonate; when the pots are expanded, the hole is broken The debris must be removed clean; for pot expansion blasting, with ammonium nitrate explosives, after each blast, it should take 15 minutes before reloading; for more than two snake holes, use of fuses is prohibited.
