The alliance is led by Xinhuadu Special Electric Co., Ltd. under the guidance of related documents of the State Council and the Ministry of Science and Technology under the direct guidance of relevant departments of the Ministry of Science and Technology. It is understood that the alliance was established to further implement the Outline of the National Medium- and Long-Term Scientific and Technological Development Plan (2006-2020) and the State Council’s Opinions on Giving Full Play to the Support Role of Science and Technology to Promote Steady and Rapid Economic Development (Guo Fa) [2009] No. 9) Implementing the Guiding Opinions on Promoting the Construction of a Strategic Alliance for Industrial Technology Innovation by the Ministry of Science and Technology, etc., based on the “National Implementation Plan for Technological Innovation Projects†and the “Provisional Regulations of the National Science and Technology Plan for Supporting Strategic Alliances for Industrial Technology Innovation†, as well as the spirit of the "Implementation Measures for Promoting the Construction and Development of Strategic Alliances for Industrial Technology Innovation (Trial)", and accelerating the establishment of a technological innovation system that combines enterprises as the mainstay, market orientation, and integration of production, education and research to promote economic restructuring and industry Optimize the upgrade.
The alliance is based on the combination of production, study and research, and the combination of the middle and lower reaches of the industry. It is led by Xinhuadu Special Electric Co., Ltd. and combined with Beijing Institute of Electrical Technology and Economy of the Machinery Industry, Department of Electrical Engineering and Applied Electronics Technology of Tsinghua University, and Shenzhen Inventium. 9 companies such as Electric Co., Ltd. jointly initiated. According to the relevant requirements of the Ministry of Science and Technology for the establishment of coalitions, the three major internal organizations of the coalition were formally established, namely the decision-making organs (regular councils), the consulting institutions (expert committees) and the executing agencies (secretariats).
It is reported that the first director of the expert committee of the alliance is Zhu Yinghao, the only academician of the transformer industry in China, and the 18 expert experts covering the entire industry chain constitute the expert committee of the alliance.
At the meeting, Sun Xiaolin, executive director of the China Technology Market Association of the Ministry of Science and Technology and deputy secretary general, fully affirmed the significance of the establishment of the alliance and put forward clear requirements for its follow-up work.
