Because there is no enforcement power, the water supply department can only discourage the phenomenon of stealing water, but the exchange is only ignored, fire hydrants suddenly became "Tang Yao meat."

Every day, the garden and sanitation department will come to the fire hydrant to take water. They often take the water and then tighten. There is a manhole cover on the ground next to the fire hydrant. It is a special water intake and water meter for gardens, gardens, but they basically do not use it because water is not needed from the fire hydrant. money. In addition, hotel restaurants near fire hydrants also abused fire hydrant water intake, and some residents changed the fire hydrant to “wells”.

As early as 1999, Changsha promulgated the “Measures for the Management of Public Fire Hydrant in Changsha”. Article 16 stipulates that fire hydrants are special equipment for fire fighting, and no fire hydrant can be used for any other water that has nothing to do with firefighting. Unauthorized opening and use of fire hydrants shall be punished with a warning or a fine of not less than 200 yuan but not more than 500 yuan.

China's Fire Protection Law stipulates that no unit or individual may damage or arbitrarily use, dismantle, or deactivate fire-fighting facilities and equipment. If the saboteur's behavior is merely a fault, it will not constitute a crime. If it is intentional, it may be regarded as a crime. The damage caused by the destruction of fire hydrants amounts to over 2,000 yuan. According to the relevant provisions of the Criminal Law, it may constitute the crime of intentionally destroying public and private property; the degree of damage is relatively minor and may be punished in accordance with the Regulations on Administrative Penalties for Public Security.
