The National Energy Administration recently issued a "Notice of Implementation Plan for Photovoltaic Power Generation in 2015." The "Notice" increased the installed capacity of the 2015 PV plan from 15.GW in the Exposure Draft to 17.8 GW, and made several amendments to the rules.

Industry insiders believe that the increase in installed capacity in 2015 exceeded expectations again, indicating the country’s determination to support the development of photovoltaics. In addition, the amendments to some of the rules in the Exposure Draft presuppose the fine-tuning of national policies. The installed capacity of 17.8 GW this year is expected to be realized, and the construction of photovoltaic power plants will be tilted toward the ground and “large-scale distributed”.

In addition to the increase in installed capacity, the "Notice" made amendments to the detailed rules in the Exposure Draft and showed policy adjustments. First, the "notice" canceled the division of the scale of distributed and terrestrial power stations, indicating that the country has relaxed restrictions on the construction of ground power stations.

From the perspective of last year's construction, the construction of terrestrial power stations was significantly faster than the distribution. According to the statistics of the National Energy Administration, in 2014, China completed 8.55 GW of large-scale ground power stations, completed 2.05 GW of distributed power station construction, distributed power station construction was far from the planned 8 GW, and ground power stations exceeded the planned 2.55 GW. In the case that the country does not limit the proportion of ground power station construction, the installed capacity of 17.8 GW will be tilted toward the ground power station. The responsible person of Yingli Green Energy stated that the state increased the proportion of ground power station and distributed power station construction from 6:8 last year to 8:7 of the consultation draft, and then cancelled the proportional limit when the “Notice” was finally issued, showing that the country Relax the restrictions on the scale of ground power station construction. Second, the "Notice" explicitly encourages projects such as complementary agriculture and light, and complementary fishery and other projects. According to the "Notice", the construction scale of 1.6GW will be used exclusively for photovoltaic power plant projects in photovoltaic pilot counties. The previous consultation draft intended to restrict large-scale distributed projects such as Nongguang and Yuguang. According to the Exposure Draft, under the condition that the total distributed amount is unchanged, the construction scale of rooftop distributed photovoltaics is not limited, indicating that the large-scale distributed projects are limited.

Jin Jing, the brand director of Jinko Energy Co., Ltd., believes that the construction of large-scale distributed projects will accelerate this year. Previously, Jingke Energy Chairman Li Xiande revealed that Jinke has already established 20 large-scale distributed projects in coastal areas.

Third, the "Notice" has removed the restriction on the minimum construction scale of the rooftop distributed 3.15 GW in the consultation draft, and has changed from the rigid requirement to encouragement.

According to Yin Rui, a senior analyst at NDP Solarbuzz, a photovoltaic research organization, the elimination of the minimum limit by the state does not mean that the country's policy support for roof-distributed policy changes. There are many problems in the distributed development of the roof, and relying on rigid regulations can not drive its development. At present, many local governments have introduced policies to promote the development of rooftop photovoltaics. It is expected that the installed capacity of roof photovoltaics this year will be better than last year. Recently, Anhui, Beijing, and other provinces and municipalities have announced that they will provide grants for distributed PV construction from provinces and cities.

Based on the continued strong support of national policies and the gradual recognition and pursuit of the market, industry insiders expect that China's 2015 capacity of 17.8 GW of installed PV power can be achieved.
