In terms of subsidy policy and market competitiveness, the national V standard gasoline (chai) oil and E10 ethanol gasoline (national V) should learn the spirit of B5 biodiesel (national V) "not relying on the world."

At the beginning of the development of ethanol gasoline, the state has formulated a preferential subsidy policy to ensure its healthy development. From the later practice, in order to support fuel ethanol production, since 2004, the state has produced four fixed-point productions such as Jilin Fuel Ethanol Co., Ltd., Henan Tianguan Group, Anhui Fengyuan Biochemical Co., Ltd. and Heilongjiang China Resources Alcohol Co., Ltd. But overall, the market competitiveness of the biodiesel industry is far stronger than ethanol gasoline and national V gasoline (wood) oil. It has been difficult for the private biodiesel enterprises to survive and develop in the past few years.

The author believes that relying on administrative means to strongly promote the national V standard gasoline and diesel has an effect, but it is far less likely to organically link the interests of petroleum and petrochemical enterprises, ethanol companies, biodiesel enterprises and consumers through appropriate pricing mechanisms. Motivation to ensure the sustainability of smog through the upgrading of oil quality. In this respect, ethanol gasoline, national V standard gasoline and diesel should learn from biodiesel. In terms of macroeconomic policy design, the state should strive to achieve policy fairness, and the biodiesel, bioethanol, and petrochemical industries should be flat on the policy side to avoid uneven thickness.

Avoid "water is wet over the ground"

First of all, it is necessary to coordinate inconsistencies between the National Development and Reform Commission and the Ministry of Commerce on historical policies.

The author believes that from the long-term consideration of national governance, the inconsistencies between the "Administrative Measures for Refined Oil Markets" and the "Measures for the Administration of Petroleum Prices (Trial)" should be revised in a timely manner, and biodiesel should be managed as refined oil.

At the same time, the above three documents have been paralleled with biodiesel and petrochemical diesel. The National Development and Reform Commission and the relevant provincial price authorities should make biodiesel and petrochemical diesel the same price at the same time, and should request information disclosure, clearly , subject to public supervision. If the price of biodiesel is clearly defined as in the case of bioethanol, as in the case of bioethanol, the oil biodiesel can be successfully opened into the sales channel of the oil giant, which is also beneficial to the oil giant itself.

In order to implement the above three documents, it is imperative to increase penalties in accordance with the law, and to manage the country in accordance with the law while governing the country according to law. According to the "Renewable Energy Law of the People's Republic of China (Amendment)", if the oil giant refuses to accept biodiesel, in theory, biodiesel companies can look for "the energy department of the State Council or the provincial people's government to manage energy work. Coupled with the fact that oil giants are mostly central enterprises and taxpayers, local energy bureaus need to consider the influence of oil central enterprises. Therefore, sacrificing the interests of the biodiesel industry has become inevitable. There is no law enforcement body in law, and the strange phenomenon of illegal punishment is not to be punished in a timely manner. Otherwise, it will still be a piece of paper by improving the quality of oil products. The "Renewable Energy Law of the People's Republic of China (Amendment)" has clearly stipulated biodiesel. The National People's Congress and local people's congresses at various levels can strengthen law enforcement inspections to solve this problem; at the State Council level, the "Measures for the Administration of Refined Oil Markets" can According to the actual situation of the biodiesel industry, the appropriate adjustment of the wholesale, retail and warehousing requirements for biodiesel can promote the vivid situation of the biodiesel enterprises to establish their own sales channels.

Secondly, in the smog-ridden Beijing-Tianjin-Hebei region and the cloud, Guizhou and Qiong areas where there is no smog hazard, we will seize the time to establish a closed demonstration zone, so as to promote the promotion of nationwide country V oil products.

The author believes that to avoid the embarrassing situation of "thunder and heavy rain, water over the soil and wet skin", we should start from two aspects: First, in the smog-stricken areas of Beijing-Tianjin-Hebei, forced to carry out closed operation, reinstatement; second, in the smog The cloud, Guizhou and Qiong areas that have not yet appeared are subject to mandatory closed operation and are prepared for the rain.

The Beijing-Tianjin-Hebei region has developed economy and severe smog. The entry point for governance is the heavy-duty trucks in the vast logistics parks. Biodiesel has been used in Shanghai, Hainan and Yunnan, with good results and reduced emissions. It is consistent with biodiesel producers, bus users, the public, and the government. At the same time, the three local governments have issued relevant government documents and are at the forefront of the country in terms of policy construction for biodiesel applications. At the same time, the author believes that the national macroeconomic regulation and control departments need to focus on solving the conflicts of interests of different petroleum and petrochemical enterprises in a region, and avoid the continual emergence of a refinery that cannot be started, while another enterprise needs the embarrassing situation of long-distance pipeline transportation of oil. In these areas, it is necessary to focus on the local government, take the lead in biodiesel, break through the barriers of the interests of the sector, and combine with the local petrochemical diesel (national V) to join forces and shut down the operation to avoid inferior oil products flooding the market and avoid a policy vacuum.
