According to the relevant person in charge of the State Grid, with the advancement of the UHV network construction, the installed capacity of clean energy will increase to 1/3 in 2015, and the air pollution problems that plague eastern and central China will be improved year by year.
On July 13th, the State Grid released "The State Grid Corporation of China's first half of 2013 trading data" shows that the proportion of clean energy installed in the national grid operating area accounted for 26.6%, for the first time more than a quarter, every 4 kWh 1 degree comes from clean energy, which means that our country's energy structure is constantly optimized and tends to be reasonable.
According to analysis, the above clean energy includes non-fossil energy such as hydropower, wind power, photovoltaic power generation and nuclear power. In the past five years, China has increased its development and investment in clean energy, and has accumulated more than 2.2 trillion yuan in investment. A number of clean energy bases such as Sichuan Hydropower, Gansu Wind Power and Qinghai Photovoltaic Power have been completed. At the same time, the country has also increased the research and development of clean energy grid-connected technologies, and related technological breakthroughs have made the large-scale and stable integration of new energy resources a reality.
As most of China's clean energy bases are located in the sparsely populated areas in the west, electricity-intensive areas are concentrated in the eastern and central regions. Whether clean energy can be obtained on the net and lost will depend on the development of UHV projects. Recently, Liu Zhenya, chairman of the State Grid Corporation of China, stated that the key tasks of the State Grid in the second half of the year will further accelerate the construction of a strong smart grid, accelerate the construction of the “two crossings and two straight†UHV projects, and the construction of the Suidong power transmission project will be completed by the end of September; The end of the project is bipolar operation; Xiluodu-Zhexi Project will be completed across the year; Zhejiang North-Fuzhou Project will be completed by the end of next year. We will actively promote the construction of supporting power supply for the second channel of Xinjiang and the Northwest Network and the UHV AC/DC project.
By 2015, the State Grid will build a “two vertical and two horizontal†UHV AC and 7 UHV DC projects. By that time, the national grid’s capacity for absorbing clean energy will increase by 20% to reach 310 million kilowatts, which can be from the west each year. The Energy Center transports more than 240 billion kWh of clean energy to long-distance electricity-intensive regions.
In addition to transmission lines, on-grid tariffs are another major issue that restricts the development of clean power. Recently, nuclear power and photovoltaic on-grid tariff policies have gradually become clear. Recently, the National Development and Reform Commission issued a notice to implement a benchmark electricity price policy of RMB 0.43 per kilowatt-hour for newly-built nuclear power plants, which is an increase of 0.02-0.04 yuan per kWh compared to the industry's average on-grid tariff previously approved. Electric power industry analysts believe that this policy will form an important stimulus to the nearly 100 billion yuan of nuclear power investment projects under construction and planned to build. The pace and rhythm of nuclear power construction is expected to increase, and it will also help the localization of upstream nuclear power facilities to accelerate development.
Analysts believe that the current rate of investment in clean energy development and the introduction of supporting policies are faster than ever, and the energy structure is becoming more rational. State Grid News Spokesman Zhang Zhengling said that by 2015, due to the continuous optimization of the grid's power supply structure, the installed proportion of clean power will reach 1/3, which can significantly reduce direct-fired coal and reduce emissions of sulfur dioxide and other emissions. It is estimated that by 2015, 2017, and 2020, PM2.5 pollution in the eastern and central regions will decrease by 12%, 20%, and 28%, respectively, compared to 2010.
